Conservation Commission Minutes 12/13/17
CONSERVATION COMMISSION
Town of Monterey, Massachusetts

MEETING DATE: 12/13/17
Present: Claudia Crane, Marion Simon, Mark Little and Rebecca Wolin
The meeting convened at 6:00p.m.

Rawitz – Stevens Lake Way, SMA RDA & WPA RDA, to develop a single family home with associated appurtenances (R. Wolin is the project manager)
Mike Kulig and Linda Shafiroff were present to review the project details.  The Commission determined that the activity described will not have a substantial impact on the natural scenic qualities of the mountain region and is therefore not a regulated activity and said work does not require the filing of a NOI.  With regards to the WPA RDA the Commission approved it as a N3 with the following conditions; 1. Con Comm to review once site is prepped (silt fences & straw waddles) 2. Periodic site review at critical stages and 3. Schedule site visit in spring to review clearing and vista pruning on lakefront. Trees to stay will be marked.

For Discussion:
  • Mail was reviewed.
  • Minutes from 11/8/17 were approved as written.
  • The Commission discussed a project the owner of 10 Laurel Banks would like to do.  After discussing it was determined that Mr. Close needs to file an RDA.
  • The Commission discussed the request to amend the Wooley OOC (24 & 26 Blue Hill Rd) to allow them to draw down the pond to install 2 trash guards and beaver fences on the 2 outlets.
  • The Commission reviewed the ZBA special permit application for 34 Laurel Banks and made the determination that the owner will need to file an RDA.
  • The Commission discussed the non-response of the owner at 16 Woodland Dr to an enforcement order issued.  Claudia is going to speak with DEP to determine what the Commission can do now (fines, etc.)
